COMMUNITY INFOMRATION CENTRE

The CIC project started in the year 2002 in all nine blocks in the district which has taken immense  contribution in the  rural knowledge revolution through ICT tools along  with establishing rural ICT backbone. Already around 3000 rural youths have become computer literate ; several of them have become self employed. All CICs have developed their respective block sites. Courses offered are 3 months certificate, 6 months Diploma, 1 year PG Diploma, Digital photography, web designing,  DTP ( Assamese, Hindi & English). Several students have developed websites, done projects as per course curriculum. 

 

The ASHA portal  for   small farmers’ have been successfully   implemented in all CICs and have  been running well with sizeable nos.  of  enrollment of  farmers. This community portal has immense documents, live market data, various schemes,  buying and selling, important contacts etc. Series of awareness program in various rural blocks have been imparted to develop the capacity of small farmers and marginal farmers on ICT.

 

RASTRIYA SAMA VIKASH YOJANA

 

 

District Technology & Training Centre :-  Project was submitted to the Planning Commission, Govt of India to set up one District Technology & Training Centre and an amount of Rs 58 Lakh as sanctioned.  3 nos of District technology & Training Centre viz. 1. Server Component at NIC DU  2. DT& TC –for govt employees/ officers at DC’s office &  3. DT&TC for public at District Library were setup.  A large nos of sophisticated equipment viz. xeon server, projectors, laptops, various printers etc. were procured.  Clients have been provided to all branches of the DC’s office  with LAN with server. Several e-governance applications have been installed in the servers.  ICT-SHG & Knowledge Groups have been utilized time to time to provide computer education to school and college students.

                 Also another fund amounting Rs 95 Lakh have been sanctioned and works have been  started as follows, i.e. Establishment of Sub Divisional Training & Technology Centre at Dhakuakhnana ( Rs 20 L), Regional Technology Centre at Bihpuria/ Narayanpur ( Rs 10 L) ,  RSVY Technology Centre at 9 nos of Circles ( Rs 4.5 L each) and E-governance centre at 28 Nos of government offices mostly in GP Rs 1 Lakh each). All the above technology centre will be run by ICT-SHG/ ICT- Knowledge group under the supervision of local committee. It is aimed  to create employment opportunities n ICT sector as well strengthening e-governance backbone.

 

ICT-SHG are involved in imparting computer education to school/ college students on revenue sharing basis i.e. 80% of total revenue goes to the ICT –SHG and remaining 20% to the Technology Society.

  

Land Record Computerisation project started in Jan 2004 and master data  entry for  all 1152 nos of revenue villages have been completed by Dec 2005. The project is on Unix OS, Oracle RDBMS, data entry in   Assamese script trough GIST terminals. Now updation. going on. Also data have been ported to sql server  and chitha based SW i.e. ‘Dharitree  project under implementation which will be in  windows 2003,  sql 2000 and  web based asp technology. Soon the data will be made available in the  Internet for wider access to the database.  Efforts have been made to issue computerized ROR through Jana Sewa project under Public Facilitation Centre.

Website of Lakhimpur dist. viz. http://lakhimpur.gov.in is rich in  content with plethora of information and frequently  updated.  Various educational institution, NGOs, SHGs  have developed their respective website in technical consultation with NIC DU and  hosted in the district website. Also several website designed by CIC students as per  their project curriculum have been hosted in the district website.

DISNIC Plan      This district has been selected as the pilot district for DISNIC plan project. The dataset has been downloaded and sent to various departments/ NGOs/ resource persons for necessary feedback. Video conferencing session has been done DISNIC group NIC HQ with  State Govt and District Administration on the proposed DISNIC PLAN project. A nos of workshop has been arranged on DISNIC Plan project. ICT SHGs have already been involved in the data collection exercise in selected villages who have successfully compile their Village Level Databases.

Ikeben Knowledge Group ( An ICT –SHG) has been busy preparing project vi. ‘ Micro level data for Village Pla – A case study in Gharmara village of Lakhimpur

District E-Governance  Workshop

A  Two days National seminar on ‘ E- Governance for Grass root level Development’ was held on 20th & 21st May 2006 in collaboration with District Administration, Lakhimpur;  IT Department – Govt of Assam and NIC. The inauguration was done by DG, NIC through video conferencing. A notable who presented their papers were i..e. Sri M. Moni DDG, NIC on ICT for rural development , Ms Nandita Choudhary STD on CIC ,  SIO Chattishgarh on Treasury ,  M Thakur IAS DC Lakhimpur,  H. Saikia TD on Dharitee , NIC ASU, D. Bhattachary TD on VAHAN, Diganta Barman TD on ASHA , A. Nath PSA on GIS and many others. A large nos of government officials, educationist, NGOs, SHG,  Panchayat Raj Institutions were present in the two day session. Feedback were taken from the participants for preparation of action plan.

Other projects

ENRICH dynamic portal      All CIC have developed  their   dynamic web  portal and including DRDA through ENRICH.
Election    ELECT Randomisation S/W , 
CEO’s online data transmission, ECI’s Genesys etc
TAAS at District Treasury has been going on.,  

IISFM   The online  monitoring system of   Food Corporation of India viz. http://iisfm.nic.in for  North Lakhimpur FCI   and FCI Naharlagoon of Arunachal Pradesh have been done through NIC District unit.

 District & Session Judge              LOBIS SW &  CAUSE LIST ON INTERNET  at District & Session Judge have been going on. LAN connection with internet facility have been provided to the office

 MPLADS  The monthly progress report of al the MPLAD schemes have been regularly updated through the web enable system i.e. http://mplads.nic.in

NRC    ( National Registration of Citizen) have been going on . The scanning for the entire 1971 voterlist have been completed and  scanning for the year 1966 is nearing completion. All datas are regularly backed up and print have been going on for authentication. Already 8 nos of computers , UPS , laser printer have been  received and installed for the remaining part of the project.

 NICNET at Sub-division    sites have been selected in the two sub divisions of the district for setting up under NICNET sub division project.

VAHAN ( DTO)        Site preparation has been completed District Transport Officer’s Office and computers have been installed.

 Leased Line  Connectivity    This district is provided with 2MBPS MLLN  leased line connectivity. Router and switch have been installed and waiting for BSNL to provide the connectivity.

AGMARKNET         Training has been imparted

NREGA                     The NREGA project has been implemented in the district under backward district initiative in the first phase. The offline mode data entry software has been downloaded and in operation.

Disaster Management A comprehensive inventory and manpower database of the district has uploaded  in the http://www.idrn.gov.in web server.  Also village wise disaster Management plan  has been developed and  village wise data entry has been made and report has been compiled.

Mercury Knowledge Group ( An ICT-SHG ) is preparing Disaster Management Plan Project.

    

 

ICT- SHG & NGOs have  been  involved in various  ICT activities i.e.    data entry operation, web designing, DTP / screen printing, Computer training and also in community developmental programs.   CIC students have formed ICT society viz. Community Development Forum for ICT development in their respective areas.

Training  to Govt officers and employees on basic handling of computer and Internet have been regularly imparted. Round wise training   to  officers/ employees of the district have been imparted to make all offices IT literate by 2006.

 

The Video conferencing facility  has been installed and utilized by  Dist. Admin, NIC, Govt departments, NGOs, CICs, SHGs   etc
